    The Ramsey Police Department recently asked the United States Postal
    Service to relocate the mail box located in front of Cafe Panache.
    This request was made to improve pedestrian safety on Main Steet. The
    mailbox was in a narrow section of Main Street with no parking spaces
    and located next to a crosswalk. The parking of a vehicle to deliver
    mail was not safe. The postal service, after an audit of the mailbox,
    agreed to relocate the box to across from the Main Street post office
    where the road is wider and there are parking spaces. The Ramsey
    Police Department requests that pedestrians do not cross Main Street
    when there is no crosswalk.

    The Click It or Ticket Mobilization will play a critical role in the effort to keep people safe on our nation’s roads and highways. Law enforcement agencies in New Jersey and nationwide will conduct Click It or Ticket campaigns that incorporate zero-tolerance enforcement of safety belt laws with paid advertising and the support of government agencies, local coalitions and school officials to increase safety belt use and defend against one of the greatest threats to us all - serious injury or death in traffic crashes.

    Click It or Ticket is a high-publicity law enforcement effort that gives people more of a reason to buckle up - the increased threat of a traffic ticket. Most people buckle up for safety. But for some people, it is the threat of the ticket that spurs them to put on a safety belt. In Click It or Ticket programs, law enforcement agencies are asked to mobilize to focus on safety belt violations and publicize the stepped-up effort through news media and advertising. It is the two-pronged approach that makes these campaigns powerful: Not only are tickets issued to unbelted motorists, but the surrounding publicity ensures that people know they are more likely to get a ticket.

    Click It or Ticket campaigns and similar efforts have increased safety belt use in cities, States and even in an entire region of the country.

    In New Jersey, 496 police agencies participated in the May 2007 Click It or Ticket Enforcement Mobilization. As a result of the enforcement and public information efforts, New Jersey's seat belt usage rate has risen to an all-time high of 91.4%.
    The 496 agencies issued 58,170 seat belt citations during the two-week campaign, up from
    56,360 citations written during the 2006 mobilization.
    Other important categories included 1,099 child restraint citations, 5,396 speed citations,
    and 643 DWI arrests.

    NJ Graduated Driver's License Program

    If you are under 21 years old or have never had a driver license, New Jersey requires that you complete a period of supervised driving before getting a basic driver license. MVC's Graduated Driver License (GDL) program introduces driving privileges in phases.



    GDL definitions
    Special learners permit driving restrictions
    No driving between 12:01 p.m. and 5:00 a.m.
    You can't use cell phones, hand held video games or any other hand held electronic device
    You must be accompanied by an Adult Supervising Driver (at least 21 years old and licensed to drive for at least 3 years) in the front seat
    Passengers must be from your household. Only one additional person from outside your household is allowed.
    Seatbelts must be worn at all times.

    Examination permit restrictions

    You must be at least 17 years old and not in suspension status
    No driving between 12:01 a.m. and 5:00 a.m.
    You must be accompanied by an Adult Supervising Driver (at least 21 years old and licensed to drive for at least 3 years) in the front seat
    Passengers must be from your household. Only one additional person from outside your household is allowed in the vehicle
    If you are at least 21 years old, there are no passenger or hour restrictions
    You can't use cell phones, hand held video games or any other hand held electronic device
    Seatbelts must be worn at all times

    Provisional driver license restrictions

    No driving between 12:01 a.m. and 5:00 a.m.
    Passengers must be from your household. Only one additional person from outside your household is allowed in the vehicle
    If you are at least 21 years old, there are no passenger or hour restrictions
    You can't use cell phones, hand held video games or any other hand held electronic device

    GDL Exemptions

    All drivers under 21 that wish to apply for hours-related exemptions for employment or religious reasons must provide legible documentation on letterhead signed by employer, organization or religious institution stating the reasons for this request

    NEW CELL PHONE LAW STARTS MARCH 1, 2008

    The Ramsey Police Department reminds residents that on March 1st, 2008 the
    ban on cell phone use while driving becomes a primary offense. Currently,
    a motorist must commit another violation in order to be stopped and issued
    a summons for driving while on a cell phone. Beginning March 1st, anyone
    talking, text messaging or e-mailing while driving can be issued a
    summons. The law includes a $100 fine for a violation, but no motor
    vehicle or insurance points. There are exceptions to the rule. Drivers
    using portable devices such as headsets or speakerphones will not be
    ticketed. Also, if you find yourself in an emergency situation, contacting
    a police department will exempt you from the cell phone law. The Ramsey
    Police Department receives hundreds of calls a year from cell phone users
    reporting reckless or drunk driving. These calls have led to summonses and
    arrests of dangerous or drunk drivers. Often the public is the first to
    observe dangerous driving and it is imperative that police are notified
    before a tragedy occurs. The cell phone law allows for these calls, please
    continue to make them before someone gets hurt.


    OVERNIGHT PARKING ORDINANCE

    The Ramsey Police Department reminds residents that a Borough Ordinance prohibits overnight parking on any street within the Borough between the hours of 2am and 6am.

    Under certain circumstances, the police department may grant permission for vehicles to be left in the street overnight, such as for newly paved driveways, etc. During the leaf cleanup and snow-falling seasons, residents should be aware that permission may be denied to allow the Department of Public Works access to remove those leaves and plow the snow.

    Residents seeking permission to park overnight should call police headquarters at 201-327-2402. Permission can only be granted one night at a time and residents will be requested to call each night they need to leave vehicles on the street. These exemptions are short term and will not be granted when snow, ice, or sleet is predicted.
